Turkey’s disaster management integrates into digital age with AYDES
AFAD announced the commissioning of AYDES, developed to manage all stages of a disaster in a digital environment and efficient use of resources. Within the scope of AYDES project, Netaş developed a decision support system based on geographic information system in which all stages of integrated disaster management can be monitored in electronic environment. AYDES is among the few disaster management systems in the world in terms of its capabilities.
AFAD (Disaster and Emergency Management Presidency) of Turkey has announced that all functions of AYDES - Disaster Management and Decision Support System has been completed and commissioned. The system is developed to manage all stages of a disaster in a digital environment and to enable efficient use of resources.
The digital transformation architect of Turkey, Netaş developed a decision support system based on geographic information system in which all stages of integrated disaster management can be monitored in electronic environment. Thanks to AYDES, resources will be managed effectively in disaster and emergency situations, and the command process will be operated smoothly. Netaş engineers carried out the user trainings of AYDES at the acceptance of each phase during the development of the project. The latest training was held last November.
AYDES project, which started with the contract signed with TURKSAT in 2013, was developed within the scope of AFAD's need for a new generation IT infrastructure and decision support-based management model. Geographical information systems of the project were designed using Başarsoft map infrastructure.
AYDES serves as a web-based application over AFAD data center systems and it is an information system consisting of desktop and mobile applications that brings together all national stakeholders in disaster management.
AYDES is integrated with more than 30 internal and external systems; for example, it serves the information of "Assembly Areas in Disaster and Emergency Situations" opened to the service of citizens through e-government portal.
Netaş R&D Deputy General Manager Bülent Kemal Mutlu provided information about AYDES and said "AYDES is a good example of the advantages that new generation technologies can provide for us in our most difficult moments. AYDES is among the few disaster management systems in the world in terms of integrating the management processes of AFAD and efficient management of resources, rapid response, effective coordination, information management that it will provide in disaster management and the contribution and ability of decision support systems”.
According to the information provided by AFAD, AYDES is used in 81 provinces by approximately 7,000 active users in institutions/organizations, NGOs and provincial organizations, which have roles in the national disaster management, including eight ministries and Red Crescent.
The capabilities of AYDES include:
- Creating hazard and risk maps according to the disaster type
- Estimating the impact of a potential disaster according to disaster and emergency drills
- Management of works to be carried out after a disaster via decision support system
- Management of post-disaster improvement processes
- Data collection from the field and their transfer to central database via mobile applications
- Dynamic and instant reporting on the dashboard with decision support system
